Main Objective
The ACTS programme has a major contribution to make to the development of advanced communications services. Upwards of a hundred projects are conducting trials of novel applications, many of them directly involving real users. Important messages are emerging from the programme, both in the results of these trials and in thematic guidelines produced by chains of projects. There are high level messages which will help overcome many of the present barriers to the development and launch of successful services. There are also very specific messages about individual product opportunities created by ACTS technology. These messages have one thing in common - they need to be heard as clearly outside the ACTS community as inside it. ACTSLINE aims to act as a marketing department for the ACTS programme. This means assisting ACTS projects by summarising and actively promoting their achievements to thousands of communications industry professionals beyond the ACTS community. ACTSLINE will identify which results will interest actors outside the programme, develop customised packages of information for each group of actors and actively promote the ACTS messages to them. In addition it will seek out packages of ACTS technology which are almost ready for commercial development and encourage groups of interested actors to develop roadmaps for the final pre-competitive steps.
Technical Approach
ACTS Guidelines have been developed by a bottom-up approach, involving groups of projects with a common interest in a particular theme. This needs to be complemented by a top-down approach to consolidate the guidelines and package them for dissemination to key external constituencies.
A similar approach is needed towards ACTS trials results, where important messages are distributed across the many deliverables of individual projects. Central to ACTSLINE is establishing a programme level view of the ACTS results and a market mapping of their potential relevance to the key external constituencies involved in the development, launch or uptake of commercial advanced communications services. The inputs to this activity will be from:
-Guidelines and other initiatives developed by chain groups,
-Trials results from individual projects,
-The issues relevant to key external constituencies.
This market matching exercise will define the potential contribution of the ACTS results to each external constituency and, based on the match identified, a plan will be agreed for;
-Packaging the information for maximum impact,
-Channelling it towards the target constituency.
The programme level view will also be used to establish a catalogue of products and services that might be developed using ACTS technology. A subset with high commercial potential will be identified and exploitation take-off cases and launch strategies developed for them, involving interested market players.
There are already a number of projects within the programme which support chains or chain groups in the production and endorsement of guidelines, that provide chains with specialist input on strategy and vision, techno- and socio- economic issues or usability and that are involved with dissemination of results. ACTSLINE aims to establish close working relationships with all such projects to ensure maximum efficiency and avoid duplication of effort.

ACTSLINE will not conduct any trials itself. It will capture and publicise the achievements of other project's trials.
Expected Achievements
The project will increase the visibility of the ACTS programme's achievements amongst key decision makers in the communications and broadcasting industries and leading edge users. This will involve the production of packaged results, professionally authored documents, which interpret the significance of ACTS for particular external constituencies. These messages will be vigorously promoted through conferences and articles in the technical and trade press. This should create an atmosphere that is conducive to the development of advanced communications services and encourage the relevant actors to take the key enabling steps.
The project will also publicise individual product opportunities generated by ACTS technology and encourage interested actors to progress those opportunities towards commercial development.
Expected Impact
The project will have impact at both the macro- and micro- level. At the macro-level it will channel the programme results to key external constituencies. This will ensure that the achievements of ACTS are much more widely known throughout the communications industry, and can contribute to the development of the European Information Society by providing solutions to major technical problems.
At the micro-level ACTSLINE will accelerate the development of commercial products based on ACTS technology by establishing a catalogue of product opportunities and encouraging groups of interested actors to develop roadmaps of the pre-competitive steps needed before commercial development.
Key Issues
The development and launch of commercial advanced communications services will involve a number of groups of actors forming external constituencies which ACTSLINE must target. ACTSLINE needs to identify the issues facing the decision makers in each of these constituencies. In many cases ACTS has answers to their problems. The challenge will be to present those answers in terms that make sense to the decision makers.
