Objectif
The main objective of the TORCH 2005 project is the delivery of a viable, consolidated operational concept for the year 2005 coherent and complementary to the ATM 2000+ strategy . To accomplish this objective the project will define the CNS/ATM options used to derive the concept through a set of scenarios. The technical, operational and economical assessment will use these scenarios to guarantee the viability of the operational concept.
Four different groups of objectives classify the TORCH 2005 goals:
Define precisely the CNS/ATM options used to derive the operational concept.
Describe the operational, technical and economical activities that are performed by the CNS/ATM system actors both on the air and on the ground in two scenarios: baseline and TORCH.
Assess the technological viability of the operational concept
Identify the technological sub-system requirements.
Identify the technological transition steps.
Produce models and/or simulations of the technological products.
Produce a technical assessment of the viability of the technological products.
Assess the Socio-Economic and possibly the political viability of the operational concept.
Produce cost estimates of each CNS/ATM option of the operational concept.
Produce quantitative and qualitative benefit analysis estimation.
Produce a Socio-Economic assessment of the viability of the best and worst case scenarios in reference to the base case.
Analyse the sensitivity of the Socio-Economic results regarding the main parameters.
Identify the critical elements -economic and if possible, political- of each scenario.
