Resultado final Urban waste management: Handbook on PAYT (Pay-As-You-Throw) The approach of Pay-As-You-Throw in waste management is to realise the 'polluter pays' principle in a fair manner by charging people in accordance to the amount of waste, which they actually generate. The handbook offers a synthesis of the research findings made under the PAYT (Pay-As-You-Throw) project in a format useful for policy makers and other stakeholders that consider variable rate pricing as an option in the urban management and planning. Information are assembled tailored to the pre-identified knowledge needs of urban decision makers and concerned stakeholders and describe the basic elements of PAYT and offer practical help to overcome barriers and take consideration of critical aspects related to the introduction of PAYT in the urban environment. Drawing from the interdisciplinary perspective given to the topic by the different members involved in the research, the final document takes not only a one-sided look on variable rate pricing but tries to explain this issue within the broader framework of different settings, and in the context with the varying policy objectives and local priorities. The handbook tries to interest a wider spectrum of audience, reaching from the general public up to experienced users and innovators of the approach. It hence provides information at a cascade level of details, from very general to very detailed to meet the needs of the different target groups. Aside from a comprehensive description of the principle and different ways to technically implement PAYT, the handbook offers special sections dealing with such critical topics as the policy framework, legislative aspects, different factor impacts, charge design and enforcement, equity considerations, public awareness, system economics and unwanted side effects. In conjunction therewith clarification as to numerous terms that can be found in the context with waste charging and PAYT will be provided. These concern for example the interpretations of equity and fairness and different terminology on waste charges.
