SECURING THE SUCCESS OF HEALTH TELEMATICS PROJECTS IMPLEMENTATION OF TELEHEALTH THROUGH INFORMATION DISSEMINATION AND TRAINING

Over the last few years, the advent of Telematics proposed new forms of health service provision in practical terms but these are far from being in widespread use. Furthermore, there is still a big gap in the access to resources and experience gained from the health professionals of rural and remote areas compared to the ones in more central areas. HealthLine tries to narrow this gap by creating an international network of information and teletraining service providers operating in a consistent and homogeneous manner with a commonly agreed to minimal set of services and data that allows them to exchange information and support each other across countries utilising the intranet scheme that was created in HealthLine. Healthline established a federated network that, through the Internet, provides healthcare information and on the job teletraining. The project was based on the franchising concept and, in order to ensure quality of the commonly agreed to minimal set of services and data, a BackOffice engine has been implemented (QA indicators, Common Templates, Performance indicators, etc) to support the Internet services provided. These services were provided to health professionals of existing networks like those of the NIVEMES and RISE projects of the same framework programme. Know-how gained under this project includes: Internet applications, Internet BackOffice Engine, multimedia databases, graphical user interfaces, Wide Area Networks (WANs), telemedicine, large international consortium management, Internet teleservices software, providing teletraining, human communication and special interest groups support.
