Development of analytical procedures to guarantee quality assurance in international environmental monitoring

Foreseen Results

Following an initial evaluation of techniques, the project methodology will be established in terms of reporting analytical procedures and storing results. Sample distribution will be carried out by one partner, who will be responsible for sample quality and data security. An initial analysis phase in which current procedures will be used, will be followed by statistical treatment of data, and evaluation during a first workshop. This will lead to improvements in procedures, which will be put in place during a second phase of analysis, coupled to in depth training at the relevant EU laboratories.
Increasing environmental awareness in the CCE/NIS states has brought with it an increased discovery in the number of polluted sites in these lands, and with that a desire to apply the standards and norms which are valid in the EU lands. Harmonization of state legislation with EU legislation has become a goal for many CCE/NIS lands.

While geochemical laboratories often are well equipped in CCE/NIS lands, procedures are not standardised and are open to question. The wide range in analytical techniques and methodology available in these laboratories urgently requires that a standardisation of methods be rigorously tested and implemented in order to improve the comparability of measurements.

The geochemical laboratories of the geological surveys in the EU and CCE/NIS lands are independent and mostly non-profit making. They have the longest experience of any type of laboratory in Europe in analysing soils, sediments, rocks, ores and minerals, and thus are the most suited for environmental evaluation, and are often consulted in matters of dispute. This project is a concerted action, utilizing existing links to provide support and transfer of technical know-how between the EU and CCE/NIS laboratories.

This project is designed to develop protocols for analytical methodologies for solid samples, following recognised procedures which can lead to accreditation of the laboratories, as well as guaranteeing QA and QC. The project will focus on those elements of a known high toxicity, including As. Sb, Cd, Mo, Cu Pb, Zn, Hg, Co, Cr, Ni, V, Se, B, and F.

In order to obtain an efficient management structure, the project has been divided into several distinct phases. It should be noted that all partners have an active role in this concerted action project, which is designed to bring the CCE/NIS laboratories into line with the EU counterparts in terms of QA and QC.
