Objectif
It is generally recognised that renewable energies have a wide potential for implementation in the Southern Mediterranean countries (SMC), which are endowed with large renewable energy resources and have growing energy needs. So far only small-scale demonstration projects have been implemented in these countries. An on-going R & D project, INTERSUDMED, supported by the EC- DG XII, aims at defining one large project per country. The IRESMED proposal focuses on the much larger context of national and regional programmes that call for large investments, require major policy decisions on the part of the host countries, make much larger demands on the European and SMC industries, and have major socio-economic and environmental effects.
The objectives of IRESMED may be described as follows: a) to evaluate the experience with the integration of renewable energy options into the society of each of the participating SMCs as a preliminary to planning expanded programs, making use of previous research to the extent possible.
b) to develop programmes for the use of renewable energies in the SMCs for rural electrification, and for grid-connected electricity generation and water supply built on a deeper understanding of local market forces, the associated externalities and socio-economic and administrative framework. The large amount of financing will require development of schemes for co-operation among governments, international funding agencies and particularly financing from the private sector.
c) to build industrial co-operation schemes, both between the EU and the south and among the SMCs, in the development of local manufacturing of relevant systems, and to involve the European renewable energy systems manufacturers' associations in this process.
d) to analyse the driving forces favouring the development of renewable energies and evaluate the socioeconomic and environmental benefits and costs of large-scale renewable energy systems in the southern Mediterranean region.
e) to provide structured guidelines and a systematic decision framework for the regional use of renewables, including organisational aspects and the requirements of financial institutions.
The research is to be carried out by organisations responsible for electricity supply or renewables implementation in eight southern Mediterranean countries, supported by a European consortium of electric utilities and research institutes. To realise the present objectives, the project has been divided into three integrative tasks, each with distinctive and unique societal aspects. These tasks cover rural electrification programmes, grid-connected renewable energy programmes and renewable energy for water applications.
Overall co-ordination will be ensured by a central co-ordinating team and a well-structured organisational scheme. Each task is organised into a number of steps: a) a preliminary assessment of the existing country structures for energy supply and past experience with renewable energy projects to provide a star- ting point for planning larger programmes.
b) definition of local needs, renewable energy resources and site characte- risations. Selection of regions with high potential for renewable energy implementation will be based on a combination of these factors. GIS and remote sensing techniques will be utilised as needed to supplement existing data bases.
c) definition of regional programmes. Concrete regional programme schemes will be developed for the most favourable applications of renewable energy for electricity generation and for water applications (desalination and water pumping). The investigation will include projections of local demand for electricity and ability to pay, socio-economic impacts, financing schemes including the private sector, and opportunities for European industry for exports and technology transfer to the southern countries.
