Objectif
International Letters of Credit (ILC) are of vital importance in the international import and export trade. Despite their significance, a high proportion fail due to inaccurate completion on the part of the importer or exporter, resulting in huge losses and deflated international trade confidence. The ICC - Cert project aims to create a multimedia CD-ROM instructional programme in ILC's which is integrated with Internet Web based trading support information and a network based certification exam system. The multimedia content of ICC -Cert aims to counteract the problems of delayed payment, inaccuracy, and security, particularly for SME's, caused by the lack of professional training for the completion of this task, by providing a global interactive training course for all ILC practitioners world-wide, designed, examined and certified by the International Chamber of Commerce (ICC) in Paris. The objective is to impart a thorough understanding of the ILC process, which will lead to a vocational examination and subsequent certification by the ICC. It will therefore address the real needs of industrial and commercial enterprises by the provision of timely information which will improve the development of transnational trade. By exploiting current available technologies, it will be possible to follow the training components at the trainee's personal pace and from any location. The combination of two technologies - using the capability of the Internet to allow updating and of information, and the high data storage of a multimedia CD-ROM will provide the high quality control, standardisation and operational environment required for the development of a project of this breadth. Implementation of the ICC Cert package will be simple for the end user. The multimedia CD-ROM, containing the bulk of the course content, will be distributed to the trainee, via the existing distribution and marketing networks of the ICC. The tutorials on the CD-ROM can be followed on any PC, at any location worldwide. An Internet link will automatically connect the trainee to the dedicated Web site, allowing the user to register on-line, follow additional on-line tutorials, access a database of related trading information and on-line support groups. The Internet link will also be used to provide automatically generated exams, update the user database, and monitor the verification process. To take the examination, practitioners worldwide will not have to undergo the inconvenience of travelling to a centralised location at a predetermined date and time, but will be able to take it from their own location, or nearby Chamber of Commerce Office whenever they are able to do so.
