Technology, Economics and Diversity in the Periphery

Objectif

A study across six peripheral European regions that addresses the nature of existing and potential change emanating from the introduction of new IST. The regions have been selected on an experimental basis that allows us to explore the relationship between population size and diversity and trajectories of development associated with IST. Within each region it considers the nature of these IST based developments by reference to convergence and digitalisation and their impact upon the reconceptualisation of resources. The impact of these developments on learning, organisational structures, service provision, plans to sustain diversity and potential for expanding the network economy are similarly considered. This allows the study to ascertain the extent to which the different regions are moving towards a coherent process of development. The end product for each region is a business model for future integrated development.

Objectives:
This project seeks to explore how development towards the Information Society and the Knowledge Economy is progressing within six European regions - Wales in the UK, Catalunya in Spain, Carinthia in Austria, East Savo in Finland, the west of Ireland and Szekesfehervar in Hungary. It seeks to develop measures of this progress, which will lead to establishing a technology watch for the regions. At the heart of the work is a concern with the regional development of the digital value chain and the way that it informs convergence between television and the web and how this pertains to content provision. In developing a business model for the regions the project moves towards outlining a coherent plan for trans-regional development. In this respect it also considers the relevance of the work by reference to other regions in the European periphery.

Work description:

1. Consultation with all the main stakeholders within each region.

2. Explore the steps being taken within each region by reference to:
- Steps towards convergence;
- Development of Regional Technology Plans;
- ICT based learning developments;
- The evolution of digital sites for service provision;
- Plans for developing and exploiting digital resources;
- Language Planning initiatives vis-à-vis ICT. This leads to developing a technology watch for these regions.

3. Second consultation with regional stakeholders to:
- Establish a coherent pattern of integration for each region;
- Develop a regional business model for development.

4. Develop a business model for trans-regional integration that will serve as a general model for European peripheral regional development.

5. Explore the relevance of such a model for other European peripheral regions.

6. Disseminate the results to key decision makers in regional development and policy development.

Milestones:

M1: First project meeting establish baseline of research and establish measures.

M2: Initial regional consultation. Create project web site. Begin work on Regional Strategy Progress. Begin work on Digital Development.

M15: Second Regional Consultation.

M17: Report on Regional Strategy Progress and Digital Developments.

M16 Begin work on Synthesis and Evaluation.

M22 Completion of integrated business model.

M23 Completion of synthesis and evaluation report. Exploitation plan

M24: Exploitation.

M25: Final Report.
