Technologies for Optimising the Precision of MS-WIM of Road Transports to Improve Automatic Overload Control and European Procedures for Enforcement

Objectif

Future improvements for Traffic Monitoring and Control are urgently necessary to achieve higher safety and economy on the European motorway network. Better and fair control of heavy goods transportation must be solved on European scale. 4 countries are joining this trial with users, industry and administrations to test new WIM technologies to reduce the impact of overloaded heavy goods vehicles on the road safety
and to limit the serious damage caused on road infrastructure with tremendous repair costs, by investigating and optimising technical and administrative solutions. The TOP TRIAL project will last 23 months, will build up the necessary complex test site, will perform trials for 1 year with multi sensors and algorithms, will optimise accuracy for enforcement and will propose new procedures for overload control. Results will be an improvement in the accurate measurement of WIM arrays, a draft of future European standards for overload enforcement and dissemination to users.

Objectives:
Using WIM systems up to now allows only the monitoring of overloads on motorway lanes and in secondly permits the police to guide the overloaded truck to a separate approved slow motion axle weighbridge located on a parking place or to a static weighbridge. Efficient automatic overload enforcement with a high detection rate is particularly necessary to enforce the legal regulations and to guarantee fair competition between various transport modes and transport companies. The global objective of TOP TRIAL is to improve procedures and technologies for higher traffic safety and road protection by testing them for enforcement of overloaded freight transport. This project aims to achieve greater accuracy of the WIM systems in a trial allowing investigations of staggered multi sensor arrays combining two promising technologies and adapted optimisation algorithms in a new approach.
The two main goals of the project are:
1. improving the accuracy of weight measurement of truck loads to cover future regulation aspects;
2. recommending future European standards as basis for enforcement.

Work description:
TOP TRIAL will set up and operate a test site along the high traffic volume north-south motorway A9, km 468 (Bavaria, Germany) with the application of new staggered Multi-Sensor Weighing in Motion (MS-WIM) systems. The approach used by the industrial partners involved in the project combines the two best technologies for truck axle weighing (bending plates measuring the full tyre footprint, achieving good confidence intervals and crystal sensors with high long time stability) in staggered arrangements for controlling heavy goods transport on roads. Firstly the trial concept in soft and hardware including the communication system as detail concept will be specified. Secondly the site planning and set up of sensor, electronics and interfacing between the trial elements is realised and the WIM sensor arrays and trial facilities will be installed. This first task will finish with a test of functions and the trial data management system. The trial operation is planned for one year in an iterative approach as a sequence of test and evaluation phases. To perform the technical tests, i.e. the sorting of heavy goods vehicles and WIM overload measurements, the official test site is operated by the police (main user). The involvement of two universities provides the scientific support for the development and test of possible software formulated Performance Improvement Algorithms (PIAs). For this purpose test data will be collected, distributed online and evaluated. An international platform for experience exchange will be created to compare achieved performance and cost benefit aspects. Strategies for future applications for European overload enforcement will be formulated and discussed. Proposals for enforcement codes of practice or approvals will be drafted/ synchronised. Conditions for the application of the new technology and their certification will be elaborated. Experiences are to be exchanged with other upcoming European initiatives for overload control. The exploitation and dissemination covers all activities for the dissemination of project results: project brochure, web-page, discussion forum and an international workshop. Exploitation activities will be conducted by the project partners. The direct participation of all kind of users guarantees the exploitation on policy level.
