Methodology for collecting intermodal freight transport data

Objectif

The INFREDAT project aims at developing a consistent methodology for collecting intermodal freight transport data. The proposed INFREDAT methodology will be achieved by the following major operational objectives:

- to identify and to monitor the actual transport (door-to-door) flows of goods in complete chains of different transport modes;
- to study the composition of intermodal transport chains concurrently with the development of different logistic services by making the distinction of the so-called logistic families;
- to identify market segments for intermodal freight transport considering all different transport modes;
- to clearly define the intermodal freight transport data to be collected as well as the methodologies for data collection and processing;
- to investigate existing information sources and methodologies and to derive approaches for best practice;
- to elaborate a data model for data collection and data processing including rules to avoid double counting;
- methodologies for the forecasting/estimation of missing data;
- modal split estimations;
- to identify appropriate sources of information and new methodologies considering automatic data collection in a most efficient and profitable way to both data providers and data users;
- to set-up a mechanism for gathering in a consistent way the basic data on transport chains, with prominence to maritime and/or air stage;
- to demonstrate the feasibility of the proposed methodology and to evaluate the results under the three pilot cases;
- to evaluate the cost-benefit aspects of the intermodal data base in general and of the data collection methodology proposed;
- to design a detailed implementation plan for the realisation of the project methodology on a European level considering aspects of commercial exploitation and further research needs.

Three pilot cases: a) the first one deals with cars produced in Spain and transported by rail, road and seagoing vessels to Bavaria. The transport chains, in this case, cross regions where intermodal traffic is dominated by the road hauliers. b) the second deals with the transport of white products ( refrigerators, washing machines,....) from Italy to the United Kingdom. New transport schemes have been developed successfully in the past five years in order to find an alternative to the "all road" scheme. Large household appliances are transported in containers during some steps of the chain. c) the third deals with liaisons between the Netherlands and Poland. It has been selected as it seems essential to include Eastern Europe in the project. Moreover the east-west flows will show a strong development in the next ten years. For all proposed pilot cases, several modes and combinations of modes are used, including sea and air transport. As far as possible, the case studies will take into account the issues dealing with the EC policy activities (e.g. Freight Freeways, TEN, PACT).
