Development and implementation of an advanced control system for the optimal operation and management of medium size power systems with a large penetration from renewable power-sources

Objective

The integration on a large scale of renewable energy sources for electricity production in medium size power systems, for example in islands, requires optimal management of the power pool which can provide maximum fuel and capacity credits while maintaining a high level of security in the grid. The objective of the research project is to develop and implement such an advanced control system to manage the power units (diesel, windfarms, PV plants) and also the non priority loads. The use of the control system by electric utilities will contribute to the integration of renewable energies for electricity production in islands and medium sized power systems.

The project resulted in the development of advanced software with real-time performance and a sophisticated man-machine interface for the operation of a relatively simple grid. Efforts to appraise the control system in-situ on Lemnos were hampered by severe storm damage in Spring 1995 to the two wind farms. However, computer simulations of specific case studies, using real data from an existing SCADA system in Lemnos, demonstrated that the system performed well. By taking into account the technical constraints of diesel engines, as well as short-term forecasts of the required load and renewable power resources, the control system was able to both minimise production costs and maximise security of supplies, thus achieving the main objectives of the study.
