Dissemination of external costs accounting framework

The JOULE project ExternE, developed an accounting framework and methodology for calculating the environmental impact costs of the major fuel cycles used in fossil fuel and nuclear electricity production in France. Knowledge of these costs is necessary if there is to be internalization of external costs of energy generation. This project was concerned with the dissemination of the methodology and the external cost results achieved so far. It has achieved this through the preparation of a set of manuals which provide detailed step-by-step instructions for applying the methodology. These are supplemented by a harmonization procedure for data. The work was organized into four tasks. Firstly, the preparation of a set of user manuals to allow the easy application of the ExternE accounting framework. Secondly, data harmonization; this involved the preparation of a set of harmonized data to accompany the manual, based on identified European-wide databases. This significantly eases the data gathering requirement work when the methodology is implemented. Thirdly, the development of a simplified representation of the atmospheric dispersion model used during the development of the framework. This takes the form of transfer matrices. Finally the preparation of tools for the dissemination of the accounting framework.
