Objective
One aim in developing third generation mobile telecommunication systems is to integrate the present range of dedicated mobile networks & services into the IBC infrastructure. UMTS may be regarded as the mobility subsystem of IBC, offering in principle the same range of services available for fixed users. It will also provide dedicated mobile services such as navigation, vehicle location and road traffic information. The objectives of MONET are:
- to specify mobility functions for UMTS to support a wide range of end user services
- to define the fixed infrastructure for UMTS as part of IBC
- to define a network architecture for UMTS such that UMTS terminals can be used everywhere
- to evaluate the feasibility of the proposed network architecture and mobility functions
- to contribute to standardisation, CFS and RACE consensus
Universal mobile telecommunication system (UMTS) is used as a generic name to refer to third generation mobile telecommunication systems. The aim of this research was to develop network standards for UMTS. Two important goals in UMTS are:
to integrate the infrastructure for mobile and fixed communications;
to offer the same range of services as provided by fixed communication networks.
An additional benefit of mobile networks is the possibility of providing unique services such as navigation, vehicle location, and road traffic information. The research also aims to define a fixed infrastructure for UMTS as part of integrated broadband communications (IBC) so that a wide range of mobile services will be supported in an economic way.
Key issues in the research are to:
develop and specify new concepts for handover, call handling, location management, security, telecommunications management, databases and base station interconnection;
limit the signalling load due to the mobility of the user and to allow UMTS terminals to be used anywhere (public, home, business and vehicle environment);
define a UMTS network architecture as part of IBC, permitting maximum exploitation of the intelligent network (IN) and commonalties with universal personal telecommunications (UPT);
perform validations of the performance and signalling load of the proposed network architecture and protocols;
contribute to standard bodies and common functional specifications of IBC, focusing on network aspects of mobility in UMTS.
Technical Approach
The key element of the technical approach is stepwise refinement. In the first year of the project, initial results were achieved in all areas under study and simulation tools were specified and developed. As a consequence of the first year's activities, the requirements UMTS would have to meet became clear, which allowed the further development of the UMTS scenarios in the second year. Moreover, preliminary simulation results became available. The third year of the project has not only been dedicated to achieve final results in the various specific areas, but above all, to align those results into a consistent overall view on UMTS network aspects.

Expected Impact
The standardisation of the UMTS network is a complex matter. Various (Sub-) Technical Committees and Study Groups within ETSI and ITU are involved. In total 38 contributions based on work in MONET have been presented in ETSI. The majority were aimed at ETSI/SMG5, but also inputs for NA5, NA6 and joint working groups NA6/SMG5 and NA5/NA6/SPS3 have been prepared. MONET participants actively take part in meetings of the various external bodies interested.
