Integration of satellites in the future mobile network

Objetivo

The project will evaluate and identify the requirements for the integration of satellites into future mobile networks. This applies in particular to the UMTS in which satellite integration is expected to be mandatory. The project will study optimisation of the whole mobile network taking as a basis the terrestrial backbone defined in the MONET project.
A project has been set up to evaluate and identify the requirements for the integration of satellites into future mobile networks. This applies in particular to the universal mobile telecommunications system (UMTS) in which satellite integration is expected to be mandatory. To define the input of the satellite component of UMTS, the following aspects related to the terrestrial component have been taken into account: function and architecture assessment, signalling aspects, database distribution and access related to the satellite integration. A set of operational and functional requirements satisfying user needs as well as network interoperability constraints has been generated. A trade off between a number of suitable integrated UMTS scenarios, the service requirement and selection criteria was then performed in order to choose an integrated system configuration.
Technical Approach

Initial work consists of definition of satellite mobile services to be offered taking into account terrestrial UMTS and MBS services. A set of operational and functional requirements satisfying user needs as well as network interoperability constraints is generated. A trade-off between a number of suitable integrated UMTS scenarios, the service requirement and selection criteria is then performed in order to choose an integrated system configuration. Further project work then addresses the two main sections of the integrated system :

- The space communication system comprising the satellite constellation, associated control segment, gateways, and user segments (terminals).
- The UMTS terrestrial network.

The space communication system will be approached via a traffic model definition, viable space techniques and satellite definition, definition of the air interface (derived either from the ATDMA project or the CODIT project), impact on terminal technology, and radio resource management.

The technical approach will be in line with the one defined for the terrestrial component of UMTS:

- Operations and procedures assessment.
- Interworking with other networks.

To define the input of the satellite component of UMTS, the following aspects related to the terrestrial component will be taken into account: function and architecture assessment, signalling aspects, database distribution and access related to the satellite integration. Migration to third generation mobile systems will result in adaptation of second generation systems to various kinds of environment and services offered to users.

Key Issues

- The satellite air interface, and integration with UMTS.
- Traffic characteristics/model, to define the system capacity.
- Space segment aspects of identified scenarios.
- Technology for low cost mobile terminals and dual mode terminals (both satellite and terrestrial).
- Operations and procedures required for the effective integration of the satellite into UMTS.
- Operational and functional requirements for interworking and integration of satellite systems into fixed or existing-mobile networks.

Impact

Standardisation studies and contributions will be submitted to ETSI and ITU concerning the integration of satellites into the third Generation of Mobile Networks.
