Regional planning for the development of renewables energies

Objective



THE PRESENT PROJECT AIMS TO ELABORATE, CONDUCT AND ASSESS REGIONAL PLANS FOR THE DEVELOPMENT OF RENEWABLE ENERGIES.
IN ORDER TO CONVINCE DECISION MAKERS AND TO OPTIMIZE THE PLANS, IT IS NECESSARY TO ANALYSE THE ENVIRONMENTAL BENEFITS OF THE CONCERNED TECHNOLOGIES.
SUCH AN ASSESSMENT CONSTITUTES THE RESEARCH ASPECT OF THE PROPOSED ACTIVITY, AND WILL FOCUS ON THE BUILDING SECTOR, BEING A MAJOR POTENTIAL APPLICATION FIEL WE PROPOSE TO APPLY THE "LIFE CYCLE ANALYSIS" (LCA) BECAUSE IT IS A PRECISE METHOD AND IT ALLOWS TO EVALUATE THE ENVIRONMENTAL CONSEQUENCES OF DECISIONS AT LOCAL, REGIONAL OR PLANETARY LEVELS.
IT IS THUS ADAPTED TO THE PROBLEMATIC OF REGIONAL PLANNING AND WOULD PROVIDE A GOOD BASIS FOR THE ELABORATION OF FUTURE LABELLING OR REGULATION POLICIES AT A EUROPEAN LEVEL.
THE METHODOLOGY WILL BE APPLIED TO DEFINE INNOVATIVE CONCEPTS FOR BUILDINGS MANAGED BY THE REGIONAL ADMINISTRATIONS (E.G.PUBLIC HIGHSCHOOLS), TO SELECT WITH MANUFACTURERS THE MOST APPROPRIATETECHNOLOGIES ACCORDING TO THE LOCAL CONDITIONS AND TO ELABORATE REGIONAL DEVELOPMENT PLANS.MONITORING ACTIVITIES WI LEAD TO A FINAL PERFORMANCE ASSESSMENT OF THE PLANS, EXPERIENCE FROM PREVIOUS P CAN ALSO BE USED.
THE SCIENTIFIC EXCHANGE WILL CONCERN THE ADAPTATION OF LCA TO THE BUILDING SECTOR AND THE INTEGRATION OF ENVIRONMENTAL FACTORS IN THE DESIGN AND CONSTRUCTION PROCESS. THIS WILL COMPLEMENT PRESENT OR PAST E.U. PROJECTS CONCER ENERGY PERFORMANCE.
THE FINAL PRODUCTS WILL BE ENVIRONMENTAL DESIGN TOOLS ADAPTED TO THE VARIOUS ACTORS, ADVICE FOR AUTHORITIES DEALING WITH LABELLING AND BUILDING REGULATION, EXAMPLARY INNOVATIVE CONCEPTS, READY TO BE APPLIED IN DEMONSTRATION PROJECTS BY LEADING ARCHITECTS.THESE PRODUCTS WILL BE USED TO CON AND ASSESS REGIONAL PLANS FOR THE DEVELOPMENT OF RENEWABLE ENERGIES.
