Social exclusion in European neighbourhoods - processes, experiences and responses

Objetivo



This research will examine social exclusion in the context of daily life in neighbourhoods where those who experience deprivation and disadvantage in contemporary European societies are concentrated. A key hypothesis of the research is that resources allocated to these neighbourhoods often are used ineffectively.

One explanation for ineffectiveness relates to a lack of knowledge about the process leading to exclusion. We do not know how various social, cultural and economic conditions interrelate and impact individuals. Another problem is that our knowledge about socially excluded neighbourhoods is limited in some respects. In order to use available resources effectively we need to know more about residents in these neighbourhoods; their ways of thinking, values, needs and aspirations. Thirdly, to improve efficiency we need to develop new policies, strategies and methods to combat exclusion and promote social integration. This need calls for evaluation of present polices and measures. The challenge lies in identifying relations between various types of measures, in making priorities and in co-ordinating initiatives taken by various actors.
The objectives of the research are:
1. To explore and develop qualitative and quantitative indicators which identify the processes of social exclusion at the neighbourhood level and apply them to a range of EU countries through comparative analysis. 2. To describe, and get a deeper understanding of everyday life in socially excluded neighbourhoods.
3. To identify and compare forms of policy intervention in terms of how they act to affect social exclusion.
4. To identify the specific effects in terms of social exclusion of current EU policies and practices.

The research will be undertaken through a network of ten partners, in nine countries, within the territory of the EU. All are experienced in research on poverty, social exclusion and neighbourhood development. Their work will build upon existing published data, as well as the team members research experience. It will be based upon review work and case studies well-known to team members and focused upon a common conceptual framework. The framework, and the analysis and the development of indicators has to large extent been undertaken by the team over the last year. The proposed work programme will be co-ordinated by a Management Group. It will be undertaken over two years, and will require resources primarily to develop a comparative framework for analysis of processes leading to social exclusion and measures and strategies that promote social integration.
