TELEMATICS APPLICATIONS AND STRATEGIES COMBATING SOCIAL AND ECONOMIC EXCLUSION

In seven European sites, groups of marginalised citizens have used telematics as an access technology allowing access to education, support and work. They have established centres which provide their respective communities with significant resources. Individuals have been trained in telematics usage and in new-technology skills such as Web site design, digital media design, and database/Web integration. Supported by a local partnership of public agencies, local commerce, and institutes dedicated to improvement of social conditions, they have developed new lines of business and have expanded their operations to train and benefit other small enterprises in their regions. The main innovation in PERIPHERA has been its low- cost and scalable "customer call centre" (CCC) technology. Users now have work, new skills, self -development, increased quality of life and independence. Thus, PERIPHERA decreases social costs for the region while increasing their revenues, thanks to the new business opportunities created.
