Strategic Assessment of ATT Implementation

Objective

To provide strategic support to the ATT Programme management on key issues and to maximise consistency between emerging technical specifications and requirements of ATT implementation strategies.
CORD experts monitor emerging results of the advanced transport telematics (ATT) projects and their on-going concerns as well as requirements for ATT implementation across Europe. Key issues are identified within the programme which require further attention which act as a catalysts for further, appropriate action. CORD focuses its activities primarily but not exclusively on the Topic Groups; it is currently establishing 2 user networks (urban and interurban) and it is increasingly taking direct initiatives towards concerned projects.

Achievements to data have involved the following:
coordination of and support to the topic group activities (on technology and service aspects) in all areas;
definition of requirements for consistent evaluation of pilot projects (both in terms of tasks to perform and required processes);
definition of interface between standardization working groups and the topic groups and identified key issues;
updating, defining and finding consensus on key building units needed for the elaboration of ATT functional architecture;
creation of 4 key implementation models as a basis for institutional and legal analysis.
Technical Approach

CORD experts monitor emerging results of the ATT projects and their on-going concerns as well as requirements for ATT implementation across Europe. Based on this, CORD identifies key issues within the Programme which require further attention and acts as a catalyst for further, appropriate action. CORD focuses its activities primarily but not exclusively on the Topic Groups; it is currently establishing two User Networks (Urban and inter-Urban) and it is increasingly taking direct initiatives towards concerned projects.

CORD helps validate and consolidate common specifications, leading to required standards. To facilitate co-ordination, CORD organises Task Forces and other supporting activities, and administers and co-ordinates the Topic Groups. CORD experts also carry out original analyses on topics such as pilot evaluation and institutional/legal requirements.

Key Issues

Programme-level consensus on common specifications (both service and technology) in all Areas
Elaboration of functional architectures
Commonality of key protocol interfaces to facilitate openness
Standardisation of key service and technology elements of ATT
Consistent and comprehensive evaluation of pilot projects
Systematic collation and comparison of evaluation results leading to appropriate recommendations
Institutional and legal requirements
Definition of a Transport Telematics Help Desk
Establishing User Networks (both Urban and Inter-Urban)

Expected Impact

CORD is helping to introduce strategic aspects into the work of the projects. It is helping to synchronise projects' output on key ATT elements, supporting the consistent and comprehensive evaluation of pilot projects, assisting with the standardisation requirements of ATT, and helping to delineate relevant institutional requirements. New CORD activities are underway to identify required support for information exchange needs within the Programme, and to help promote the early exploitation of Programme achievements. All this should help to provide needed specifications for the implementation of ATT on a progressively wider European scale.

Contribution to Standardisation

CORD effort on standardisation has been focused on promoting a better co-ordination between the activities of the Topic Groups and the CEN TC278 Working Groups.

Fields of science (EuroSciVoc)

CORDIS classifies projects with EuroSciVoc, a multilingual taxonomy of fields of science, through a semi-automatic process based on NLP techniques. See: The European Science Vocabulary.

Topic(s)

Calls for proposals are divided into topics. A topic defines a specific subject or area for which applicants can submit proposals. The description of a topic comprises its specific scope and the expected impact of the funded project.

Call for proposal

Procedure for inviting applicants to submit project proposals, with the aim of receiving EU funding.

Funding Scheme

Funding scheme (or “Type of Action”) inside a programme with common features. It specifies: the scope of what is funded; the reimbursement rate; specific evaluation criteria to qualify for funding; and the use of simplified forms of costs like lump sums.
