Mitigation of environmental impacts of Incukalns sulfuric acid-tar waste

Obiettivo

The objective of the project is to mitigate the environmental impacts of two sulfuric acid - tar waste disposal pits located proximal to the city of Riga's most prolific water well field and one of Latvia's largest rivers. A lined facility consisting of separate cells for storage of liquid waste and passive washing of contaminated soil will be constructed and filled with waste and contaminated soil from the pits. The most voluminous and longstanding point-source of contamination to a regionally important aquifer will have been eliminated.

From the mid 1950's to the early 1980's, tens of thousands of tons of sulfuric acid - tar waste were disposed of in two sand pits near the town of Incukalns in Latvia. Monitoring in the vicinity of the pits indicates that contaminated ground water could reach the city of Riga's water well field and a nearby river in as little as ten years. The Incukalns pits are on the national priorities list of sites requiring immediate environmental action and among the most widely known environmental disasters in Latvia.

A lined facility located proximal to the larger of the two pits and consisting of separate cells for liquid storage and passive soil washing is proposed. The liquid will be pumped out of the adjacent pit, neutralized, and pumped into the liquid storage section of the facility, where it will be covered with an impermeable liner to prevent precipitation and birds from entering it, and stored until an application is developed for it or until it can be destroyed. The contaminated soil will be excavated from both pits, homogenized, neutralized, and placed into the passive soil washing section of the facility, where it will be washed by precipitation falling on it. The liquids will be collected at the bottom of the facility, treated, and reapplied to the top of the soil pile to enhance the soil washing process. The soil will be washed until analyses indicate that all soluble components have been removed. The soil will then be substituted for aggregate in asphaltic pavement or used as fill in industrial areas.

This type of facility provides the most cost-effective solution for the immediate removal and isolation of the waste from the environment and the mitigation of further environmental deterioration as a result of previous waste disposal practices. The additional time afforded by these types of facilities is especially important in developing countries where the technology and financing required for most permanent solutions is currently being sought.
