Obiettivo The ASHREC Project, started 01/01/1993, deals with Municipal Solid Waste (MSW) incineration fly ash recycling. The management of these hazardous wastes (containing heavy metals, chlorides, mercury, in widely variable concentrations) concerns all countries that utilize the incineration process for MSW management. The problem is assuming increasing importance as the national legislations progressively limit the utilization of landfill disposal for hazardous wastes and the cost for pre-processing MSW fly ash (inertization), before disposal in standard dumps, is very high (2 115 ECU/t in 1992) and continuosly increasing. The ASHREC objective is to supply decision making elements for the selection of MSW fly ash recycling processes, evaluating their environmetal safety, industrial potential, social impact. Four basic transformation processes are presently considered. The interest of Central-Eastern European countries in this subject is demonstrated by the high number of received requests for collaboration in ASHREC (12). The selected four partners will contribute to the final objective by: - assessing the extent of this problem in Central-Eastern European Countries and identifying the present technologies and research perspectives (all) - proposing new recycling processes (CEBET and Univ. Polit. of Bucharest) and characterizing new materials (Water Res.Institute ISPTM) - supporting Central and Eastern European Public Authorities for decision making on MSW fly ash recycle (all). The ASHREC project will benefit of this contribution as it will offer a wider approach to the environmental problem of MSW fly ash management and the solutions coming out of the project could open new perspectives for Central and Eastern European Countries before the MSW fly ash problem reaches there the same extent as in Western countries.
