The incorporation of the environmental dimension in feight transport policy. A comparison of six countries and the EU

Obiettivo



This research aims at incorporating environmental aspects in the formation of the Hungarian traffic policy. Questions to be examined: - Economic and political causes and consequences of the shift in priorities of the transport policy from rail to road in Hungary since 1990
- Cost allocation among the different modes of transport
- The problems of transit truck transport in Hungary
- The management of the Road Fund.
On the basis of these "grounding" studies we shall elaborate - A new system of taxation and finance in transport policy and a - Railway reform.
The guiding hypothesis of this research is that a reallocation of costs which takes into consideration negative externalities caused by road transport, changes in the management of the Road Fund and imposing real charges on the heavy transit truck transport create the proper conditions for a railway reform and the implementation of a traffic policy where railway and public transport are compatitive with road transport and personal car use.
For the time being the different traffic concepts elaborated by the Hungarian Ministry of Traffic and Telecommunications payed only lipservices to the environmental aspects and other professional institutions of the branch did not pay due attention to the issue neither. Therefore, this research is very important and actual.
The gains of the implementation of such a traffic policy will be measured in terms of the improvement in health and environmental standards and conventional economic rationality as well.
The research is to be realized by the experts of the Clean Air Action Group who have played a pioneering role in attempts to incorporate environmental aspects into the traffic policy in the past years.
