Integrated Radar, Flight Plan and Digital Video Data Fusion for SMGCS

INTERVUSE is Integrated Radar, Flight Plan and Digital Video Data Fusion for a Surface Movement Guidance and Control System (SMGCS) at airports. It extracts state vectors of object motion from video frames, performs probabilistic interference and Kalman Filtering, and correlates these tracks with tracked air traffic control (ATC) radar data and time-matched flightplan data to generate a synthetic ground situation display in an integrated SMGCS-ATC controller working position. The proposed project intends to develop and test two prototype systems at two different airports in Europe. An automated testing and statistical analysis environment for online quality control will also be produced.

Objectives:
Provision of a new position sensing technology for SMGCS by combination of ATC radar tracking, flightplan processing, state vector extraction from digital video cameras, processing these state vectors with probabilistic inference and Kalman Filtering, correlating and fusing these data to generate a synthetic ground situation display in an integrated SMGCS-ATC controller working position. The proposed project intends to develop and test two prototype systems at two different airports in Europe. An automated testing and statistical analysis environment for online quality control will also be produced.

This new sensing technology provides
(a) a low cost solution for SMGCS tasks at smaller airports
(b) solutions for limited SMGCS tasks
(c) contributions for larger SMGCS solutions at large airports to cover blind spots like hidden yards or taxiways.

Work description:
There are in total 11 workpackages (WP) in INTERVUSE.
The first WP provides detailed requirements analysis, test procedure framework, and a detailed system design.
The second WP is then dedicated to develop software components: one subworkpackage will provide the state vector extraction and probabilistic inference, another will provide Kalman Filtering and Data Fusion, one will adapt an existing ATC display for an integrated ATC/SMGCS workstation, and one subworkpackage will provide the data analysis and online quality control automation software.
In parallel, 2 other WP are for preparing the testbeds and the sensors at two test airports (installation of cameras, configuration of camera processors, UNIX PCs, LAN, and attachment of ATC radar and flightplan data sources).
3 WP are then dedicated to integration, extensive environmental and operational testing, automated analysis of results, tuning of configuration and algorithms according to these results, and production of test reports.L%This sequence will be accompanied by workpackages for project management, dissemination and implementation, and assessment and evaluation.

Milestones:
Each of the 11 WP in INTERVUSE will be finished with a milestone and a deliverable set.
After about 8 months the requirements analysis, test procedure framework, and system design documents are expected.L%After 16 months the software modules are expected to be ready for integration and testing. In parallel, the two-test airport will be prepared.
Then about 1 month is needed to integrate, and then for 6 months there will be extensive environmental and operational testing.
After about 23 months 2 prototype systems are produced and tested.L%The consortium expects that these systems can then be used immediately for marketing and exploitation activities.
