TERRITORIAL ASPECTS OF ENTERPRISE DEVELOPMENT IN REMOTE RURAL AREAS

Obiettivo

The overall objective of TERA is to identify and analyze the territorial (local and spatial) factors that influence the development of enterprises in remote rural areas of Europe. In more detail, TERA aims at:

" Identifying and analyzing territorial economic factors which influence the creation, development and survival of enterprises in peripheral rural areas of Europe and measuring the nature and degree of the influence of these factors;
" Assessing the extent to which current and recent EU development policies and national and regional development programmes and projects take account of these factors, in the context of, especially, parallel support policies such as CAP direct payments and national social welfare support systems;
" Specifying new policy directions which take account of territorial factors and promote the development of remote rural areas in a more targeted and effective manner.

The project working plan relies on two distinct complementary analytical approaches: the New Economic Geography (NEG) and the Computable General Equilibrium (CGE), each providing insights which could not be elicited from the other ontwo. In this way we can provide a comprehensive picture of the problem at hand and formulate suitable policy recommendations.

Our methodology will use common tools of socio-economic research, such as: literature review; data collection concerning socio-economic characteristics of the study areas; survey design (enterprise questionnaires and sampling procedures); quantitative and qualitative analysis of data, evaluation of results and comparative analyses. We would carry out qualitative and quantitative analyses coherently with the kind of data available and the type of problem addressed. For instance: we would construct a questionnaire specifically centred on the type of gravitational attraction of urban centres on the adjacent rural areas; we would develop econometric approaches to the effects of changes in demand composition...
