Applying the rules of television without frontiers
Directive 89/552/EEC, the 'Television without frontiers' legislation provides for rules concerning the quality of advertising permitted on the screen, the number of, and procedures for, advertising breaks as well as rules applied to the content and presentation of the messages. The European Commission, DG X, has published an invitation to tender for the monitoring of the specific provisions of this Directive. The monitoring activity (generally for 3-5 channels) will entail registering the duration that the public or commercial television channels which schedule the adverts allocate to broadcasting advertising slots, teleshopping slots and other forms of advertising. It will also check whether these slots comply with the provisions of the Directive regarding their insertion into the programmes. The monitoring period will be for one, two of three months per year and the tender must include organisation and methodology per contract lot which are divided per EU Member State.
