The Information Society Directorate-General is calling for tenders for a study on the capacity of the outermost regions of the European Union to intensify the use of information and communication technologies and the impact these technologies could have in terms of improving the region's socio-economic situation. The regions include the French overseas departments: Guadeloupe, Guiana, Martinique and Réunion; the Spanish Canary islands and Portuguese islands of the Azores and Madeira). The study will be based on two approaches: - supply approach: the telecommunications infrastructures and diffusion of access technologies; the data communications applications and operational services; the capacity in terms of human resources; - demand approach: present and potential user profiles; the overall education level and consumer and enterprise awareness. Depending on the results of these studies, further recommendations may be made regarding awareness, training and transfer of technologies, using experiences of other European regions as a basis. Further sectoral, methodological and technical proposals for projects helping to realise identified potentials may also be made.
