The Information Society Directorate-General is inviting tenders for a study on a regulatory framework for IP (Internet protocol) network interconnection in the European Union The Commission has proposed that the new regulatory framework should cover all communications infrastructures, including traditional telecommunications networks and IP networks. However, IP interconnection models are quite different from those used in the traditional circuit switched networks. In particular, the contractual arrangements for interconnection and peering of IP networks are very different from those used in traditional public telephone networks. In this context, the Commission requires a study on the development of interconnection in this converging market and an assessment of how these changes may affect the regulatory environment. The study should identify and examine economic, technical and regulatory issues related to IP interconnection within the EU and produce recommendations to the Commission and national regulatory authorities on issues where further guidance or clarification is required for the harmonised application of the regulatory framework.
