The impact on developing nations of the effects of Community aircraft noise
The Energy and Transport Directorate-General has invited tenders for a study on the impact of Community aircraft noise on developing nations. The International Civil Aviation Organisation (ICAO) is expected to agree to an increase in noise certification stringency at its thirty-third assembly in September 2001. Under the terms of the chapter two phase-out already implemented in Europe, North America and some Asia-Pacific countries, all aircraft which cannot meet the chapter three standard must be removed by April 2002. In Europe, aircraft from developing countries which have been specifically defined and identified have not been phased out, but have been permitted to operate to Community States until April 2002, when all such operations must cease. The Commission recognises that similar relief will be necessary for operations from developing countries if they are to be expected to agree to proposals for increased noise stringency and/or phase-out.
