Benchmarking fiscal measures for investment in R&D
The European Commission will shortly call for tenders for a contract to benchmark fiscal measures for investment in research and development and to establish a related Internet-based information system. Fiscal measures are used in various forms to support R&D in a growing number of countries, complementary to or in combination with direct support measures. Evidence suggest that they are cost-effective, especially if maintained and stable in the medium to long term. In this context, the purpose of the study will be to identify forms of fiscal measures in use in Member States of the European Union and to identify worldwide good practice in their application to promote research and development investment. The study intends to provide an important input to the evaluation of research policy options aimed at promoting more dynamic private investment in the context of the European research area initiative. The estimate value of the contract is 650,000 euro.
