The European Commission's Internal Market DG has issued an invitation to tender for researching, analysing and drawing up a manual concerning the protection of the environment in the light of Articles 28 to 30. On the one hand, the study aims to analyse all relevant data concerning the application of Articles 28 to 30 of the EC Treaty to national environmental measures and, on the other hand, to study the possibilities for creating and developing synergies between the principle of 'the free movement of goods' and the protection of the environment. The results of this analysis must be presented as a report. The results of the analysis must then be presented and completed in such a way as to form a non restrictive 'user friendly reference book' (guide) providing information on the rules to be observed with regard to Articles 28 to 30 of the EC Treaty whenever national environmental measures are implemented. The contract to be concluded will be a study contract. If appropriate, tenderers must justify in their methodology the reasons for only partly covering a Member State or for not covering it at all.
