Enhanced research and development collaboration between China and the European Union is one of the goals of the China-European Union science and technology cooperation promotion office (CECO), which was inaugurated in Beijing, China on 20 June. Increased participation in the Framework programmes of the European Union is one of the goals, and it was noted at the science and technology steering committee held in Beijing that this is already happening. The general director of the Chinese ministry of science and technology, Wang Shaoqi also pledged that his ministry would be giving automatic funding to every Chinese project partner who succeeds in participating in a shared cost action project. The deputy director general of the European Commission's Research DG, Henrik Tent, praised the efforts of the Chinese and pledged support to the CECO office. But the inauguration also concentrated on cooperation in the other direction - of European researchers and scientists participating in China's basic and high tech research programme. The meeting highlighted the problem that, under present arrangements, there is no funding from the European Commission for the participation of European researchers in this programme and both sides undertook to look into this obstacle.
