After the terrorist attacks in the USA on 11 September 2001, postal and courier services from some countries were seriously disrupted, which could have lead to delays in delivery of proposals in spite of timely sending. In the light of these exceptional circumstances, the Commission has decided to grant exemptions from the rules on reception dates in the Evaluation Manual for calls with closure dates in September 2001. The final date for receipt of proposals submitted on paper has been postponed by two weeks. The deadline has been extended by three weeks in the case of the three calls for the programme on 'Confirming the international role of Community research', since coordinators of many proposals are expected to be from countries where postal services have been most disrupted. The decision works retroactively, as the proposals must have been sent at the latest on the deadline originally set in each call. In the case of proposals submitted electronically, the rules remain unchanged, since no incidents have been reported.
