A system of information on home and leisure accidents is set up in the Member States following a Council Decision of 29 October 1993 (93/683/EEC). The objectives of the European Home and Leisure Accident Surveillance System (EHLASS), operational from 1 January 1993, are to collect data on such accidents with a view to promoting accident prevention, improving the safety of consumer products and educating consumers so that they make better use of products. Member States are responsible for implementing the system. They shall process directly the collected data and submit a report to the Commission containing summaries and evaluations at a national level of the results obtained, and the conclusions they draw from these results. The Commission shall promote compatibility of the methodologies used by the Member States, help finance implementation of the system in the Member States, and process, summarize and publish the data received. EHLASS began as a demonstration project in 1985 with a view to introducing the information system established by this Decision. The estimated Community financial resources required for its implementation during 1993 were ECU 2.5 million.
