Action plan on renewable energy sources in Europe: Conference proceedings
An action plan for renewable energy sources in Europe was agreed at a Madrid conference on 16-18 March 1994. Participants included the European Commission (DGs XII, XIII and XVII), the European Parliament's Scientific and Technical Options Assessment (STOA) programme, the Spanish Ministry of Industry and Energy plus international energy organizations and European companies in the energy sector. A declaration, "the Madrid Declaration", signed by all participants, states the importance of renewable sources of energy to sustain current and future energy needs. These sources should be developed in a coordinated way in Europe for the benefit of all citizens. Urgent and coherent action must be directed to reducing the barriers which renewable energy faces (political, financial, technical, educational) in order to overcome the resistance to change of current supply-demand patterns. In addition, support for technological development at all levels should be maintained, or where appropriate increased, to allow European technologies to compete in domestic and world-wide markets. The action plan which was agreed at the conference sets out concrete lines for political, legislative and administrative action, financial and fiscal action, technological actions, and information, education and training. It proposes specific measures to overcome obstacles to the use of renewable energy sources, support the widespread utilization and development of these sources in Europe, and by the year 2010 permit the substitution of 15% of conventional primary energy demand by energy from renewable sources.
