The European Commission's Environment Directorate-General has issued a call for tenders for the development of benchmarking criteria for CO2 (carbon dioxide) emissions. The objectives of this service contract are: - to gather, summarise and assess the available data on benchmarking for allocation of CO2 emission allowances under the Greenhouse Gases Emission Trading Directive 2003/87/EC (GHG ETD); - to assess for which sectors/activities under the GHG ETD developing and applying benchmarks would be suitable, taking into account the data needs, technical constraints, impacts on the development of cleaner technologies, costs, adverse competitiveness effects, etc.; - to develop a methodology for defining benchmarking rules and apply them to a selected number of sectors/activities; - to derive possible benchmark values for a small number of sectors/activities; - to define the further work needed for the possible development and application of benchmarks. For further information, please contact: European Commission Directorate-General Environment Markets Team, F.2 - Finance BU-5 00/169 B-1049 Brussels Tel: +32 2 296 00 08 Fax: +32 2 299 44 49 E-mail: ENV-tenders@ec.europa.eu To see the full details of the call, please consult the following web address: http://ted.europa.eu/udl?uri=TED:NOTICE:140887-2007:TEXT:EN:HTML
