New law provides French universities with increased powers
Legislation aimed at providing more autonomy to France's universities has been adopted by the National Assembly and Senate, the country's two houses of parliament. Under the new law, universities will have greater freedom in deciding their budget and staffing requirements. For the first time, the country's universities will also be able to own and manage property and set up foundations to raise funds. Funds may also be obtained from other private sources such as businesses. It is estimated that it will take five years for universities to become fully autonomous. The aim of the new law is to boost innovation and research in France. 'The Government wants open and dynamic universities,' said French Minister for Higher Education and Research, Valérie Pécresse. 'An open university is one which has a rich relationship with numerous public and private partners.' Ms Pécresse said that the new law signalled the start of a cultural revolution. In the next five years an extra €5 billion euros will be set aside to revitalise the country's higher education system. The funding will go towards improving the living conditions of students and the career opportunities for university personnel. It will also be used to upgrade university campuses, and provide greater support to young researchers and undergraduates. The European University Association (EUA) has welcomed the decision by the French Government to increase the powers of universities. 'Autonomy is one of the key issues for universities across Europe and not only in France,' said EUA Secretary General Lesley Wilson in a statement issued in July. Autonomy is one of the five pillars of a declaration by EUA, entitled 'Europe's universities beyond 2010: diversity with a common purpose'. It states: 'For universities, the adaptability and flexibility required to respond to a changing society and to changing demands relies above all on increased autonomy and adequate funding, giving them the space in which to find their place.'
