The association of the overseas countries and territories with the EEC
Submitted on 1 October 1990, the proposal for a Council Decision (COM(90) 387) on the association of the overseas countries and territories (OCT) with the European Economic Community, considers the special circumstances of those OCTs listed in Annex I (under the responsibility of France, the UK or the Netherlands) and also applies in part to Greenland. The 144 page proposal aims to promote and accelerate OCT economic, cultural and social development. Topics cover, inter alia: Agriculture, energy, communications, environment, industry. Horizontal RTD-related areas of cooperation include: Local and regional RTD capacities, international research and coordination, scientific and technical infrastructures, technology transfer and adaptation, education, information and training, dissemination, transport and communications, informatics and telematics. Articles set out vertical cooperation areas, instruments for cooperation plus financing and implementation procedures and other rules.
