Call for proposals for methods and conditions for counting electricity, hydrogen and methane from renewable sources towards the 10% renewable energy in transport target
The European Commission has published a call for proposals for methods and conditions for counting electricity, hydrogen and methane from renewable sources towards the 10% renewable energy in transport target. The objective of this call is to gain scientific and technical support which will provide the European Commission with the considerations and inputs required to assess impacts for a potential legislative proposal related to a target for renewable energy in the transport sector. The European Union's Renewable Energy Directive defines targets for an overall 20% renewable energy in final energy consumption and 10% renewable energy in transport for 2020. This latter target has to be enacted by each Member State. All forms of energy from renewable resources can contribute to the target, including biofuels (liquid or gaseous) and electricity produced from renewable resources. While the law has calculation specifics for two of the three areas, this is not always a straightforward process. The work envisaged under the call will consist of six sections: - a brief analysis and overview of the degree to which Member States will rely on electricity, hydrogen and methane from renewable resources of the purpose of the 10% target; - a summary of the public consultation on counting electricity, hydrogen and methane from renewable resources for meeting the 10% target; - an assessment of the drivers for an increase in the production of electricity, hydrogen and methane from renewable resources in overall energy production up to 2020, and to what extent the transport sector, and the promotion of electricity, hydrogen and methane-powered vehicles, may influence these drivers; - the design of different sets of methods and conditions for electricity, hydrogen and methane from renewable sources towards the 10% target; - analysis of feasibility and relevant impacts for different sets of methods, including the ease of application and the extent to which those methods influences renewable energy generation by 2020 or beyond; - assisting the Commission in developing its potential legislative proposal and the development of one set of conditions and methods.To see the official call announcement in the Official Journal of the European Union please consult: OJ No S 207 of 23 October 2010(opens in new window)
