The Council of the European Communities and the representatives of the governments of the Member States, decided on 17 May 1990 to adopt a 1990 to 1994 action plan in the context of the "Europe against Cancer" programme. The measures to be implemented include cancer prevention, health information and education, training of the health professions as well as research and cancer.
