MOSES project: new sustainable solutions for a new cross-border passenger mobility between Italy and Croatia MOSES, Maritime and multimOdal transport Services based on Ea Sea-way project, was funded in the framework of the first call for Standard+ projects of the Interreg Italy-Croatia cross-border Programme 2014-2020. It capitalizes the results of the IPA Adriatic project EA SEA-WAY. The project had a total budget of € 1,185,385.00 (of which € 1,007,577.25 are the portion covered by the ERDF). Transport and Mobility © Fondazione ITL MOSES project contributed to improving the quality, safety and environmental sustainability of the maritime and coastal transport services through the implementation of a multi-modal route offer between Italy and Croatia. The partnership is composed by Friuli Venezia Giulia Region (lead partner), Primorje-Gorski Kotar County, Molise Region, Institute for Transport and Logistics Foundation – ITL and Region of Istria. Friuli Venezia Giulia Region had the opportunity to launch, in cooperation with Region of Istria and Primorje-Gorski Kotar County, a new cross-border maritime link, making attractive a mode of transport fast and comfortable, as part of a wider offer of cross-border public transport services and intermodality development, in all its forms (bike&bus, bike&train, bike&boat), and as result of consolidated relations with the bordering regions, taking care for a transport demand oriented to mobility choices alternative to cars. The new maritime connection, represented by the hydrofoil maritime passenger line between Trieste, Istria and Primorje-Gorski Kotar County was available from July 1st until September 7th 2018, with two connections per week, for a total number of 18 round trips, of which 9 along the axis Trieste-Pula Mali Lošinj and 9 along the axis Trieste–Rovinj-Mali Lošinj, services which transported a total number of 2381 passengers. Primorje-Gorski Kotar County improved conditions for passengers in ports of Mali Lošinj and Susak. The most significant activity is that the quay in the port of Susak was restored, technical documentation was prepared for the reconstruction of the quay wall in the port of Susak, 3 eaves (shelter with benches) were set up in the ports of Mali Lošinj (2pcs) and Susak (1pc). The produced Catalogue of services in the ports includes ports of maritime line Trieste - Mali Losinj, as well as the other County ports which are included in the maritime lines. The Moses pilot in Ravenna managed by ITL, aimed to increase the attractiveness of Ravenna port and its hinterland by fostering an efficient transport system guaranteeing sustainable connections for tourists between the cruise passenger terminal in Porto Corsini and Ravenna historical city centre. In order to reach these objectives an innovative electric bike sharing service supported by a container transformed into a mobile hub was designed and tested during the Summer 2018. In total more than 3300 cruise passengers were informed about the Moses electric bike sharing service activated. Thanks to the GPS systems installed on each bike it was also possible to document trips from the cruise terminal to the city centre more than 35 km. During the project a mobile app was developed in order to provide in an easy and effective way all the information needed for the organization of an intermodal and sustainable trip between the cruise terminal and the Ravenna historical city centre. The Mobility Regional Service of Molise Region has carried out a feasibility study on the recovery of a direct maritime connection between Molise and Croatia, based on the use of clean fuel, flexibility and adaptability. Region of Istria has enabled the design and installation of an info board for passengers in the Port of Pula to inform the current and potential passengers about the available transport services. The responsible departments of the Region of Istria in cooperation with the Pula Port Authority prepared and implemented the public procurement procedure for the realization of the geotechnical analysis of the seabed in the Port of Pula. The selected service provider implemented the service in June 2019 and elaborated the Geotechnical Study. The pilot action created necessary preconditions for the construction of the new passenger terminal in the Port of Pula and further sustainable development of cross-border maritime passenger transport.
