The European Commission, DG VI, has published an invitation to tender inviting proposals for technical and scientific coordination work relating to the review programme for existing and new plant-protection products in the context of Council Directive 91/414/EEC concerning the placing of plant protection products on the market, and Commission Regulation (EEC) No 3600/92 laying down the detailed rules for the first stage of the re-evaluation programme.

The work will involve organizing, chairing and reporting on meetings of a highly technical and scientific nature with specialized experts and will require a significant scientific and technical input into these meetings. The objective of the meetings will be twofold:

- To develop two guideline documents for the evaluation of plant-protection products, relating to any of the diverse scientific disciplines involved in the evaluation of plant-protection products and/or active substances therein (eg. operator exposure, residues in agricultural products);

b) To peer review, with specialized experts, Member State reports in order to prepare the necessary technical and scientific dossiers for the Commission. These reports cover all of the following technical disciplines:

- Physical, chemical and biological properties;
- Agricultural practice;
- Toxicological impact on human and animal health;
- Estimation of residues in food and feed;
- Fate and behaviour in the environment;
- Effects on non-target species;
- Methods of analysis;
- Classification and labelling.

In addition, frequent coordination meetings with the Commission services will be necessary.

The present call replaces and cancels the call for tender for the same activities published on 8 August 1995 (OJ No C 203 of 8.8.1995). Recourse to an accelerated procedure is necessary in order to ensure that the contracts can be concluded by 1 April 1996, the date by which the first reports are expected from the Member States for peer review.

The candidates which will be invited to tender will be selected on the basis of their economic standing and technical capacity, including, in particular, an evaluation of the availability, taking into account the importance and the nature of the work, of sufficient technical and scientific resources as well as administrative resources, sufficient expertise and experience as well as the necessary independence and reliability with regard to the specific activities to be executed under the contract.
