Results of second call for proposals for Telematics Applications programme: Libraries

On 15 March 1995, the European Commission, DG XIII, published its second call for proposals for the specific RTD programme in the field of telematics applications of common interest (1994-1998) (OJ No C 64 of 15.3.1995 p. 12). The results of this call for proposals with regard to the "Libraries" sector of the programme are now available. Projects funded under this sector are aimed at helping increase the ready availability of library resources across Europe and facilitating their interconnection in order to help create a modern library infrastructure in support of economic, social and cultural life in the European Union. A total of 114 proposals were received for the "Libraries" sector, of which 94 went through to the evaluation stage. Following evaluation, 21 proposals were accepted for funding. These include 14 shared-cost RTD project proposals, six concerted actions and one accompanying measure. The proposals were well distributed among the three action lines of the programme: - A. Network-oriented internal library systems; - B. Telematics applications for interconnected library services; - C. Library services for access to networked information resources. Only one area was felt to have received insufficient attention from proposers. This was call topic 7: "development of new scenarios and models for distributed libraries and associated services to users". The proposals accepted for funding are as follows: - Shared-cost RTD projects: . BIBLINK: Linking publishers and national bibliographic services; . CASA: Creation of a serials authority list, based on the ISSN system, allowing users to locate documents, identify document supply services and find article citations and abstracts from multiple locations; . CHILIAS: Development of information skills package and establishment of virtual representative digital libraries based on client/server model and WWW in order to improve library and information skills of young users; . ELISE II (Electronic Library Image Service for Europe - Stage II): Development of an operational image retrieval service, designed to be extensible to further image banks, including addressing issues of property rights, mechanisms for fair charging and legal framework; . ELITE (Electronic Library Teleservices): Development of a generic model for distributed library services to users including a detailed assessment of economic, organisational, managerial and technical options; . ELVIL (European Legislative Virtual Library): Development of an Internet-based aid for search, selection and presentation of information on European law and politics, including a WWW index, an easy to use multimedia interface and a search engine; . ILIERS: User-friendly interface and system for the integration of information, education and information retrieval in public libraries; . ILSES (Integrated Library and Survey data Extraction Service): Development of integrated access and retrieval facilities for documentary information and empirical data; . KSYSERROR: Construction and validation of a knowledge-based system for quality control of bibliographic records; . LIBERATION: Electronic remote access to information over networks; . LISTED (Library Integrated System of Telematics-based Education): Integration of flexible and distance-learning solutions into a public library environment. The solutions will largely be based on the use of Internet; . TESTLAB: Testing systems using telematics for library access for blind and visually handicapped readers; . TOLIMAC (Total Library Management Concept): Management of access to, and use of, network information services and resources by means of a single card and a single code for a given user in an institution; . UNIVERSE: Large-scale demonstrations for global open distributed library services; - Concerted actions: . CoBRA+: Continuation of concerted action involving national libraries and aimed at promoting initiatives and actions in the area of national bibliographic services at European level; . ECUP+: Continuation of concerted action (European Copyright User Platform) aimed at enhancing awareness among information professionals of copyright issues. The action will include provision of a help desk and information server; . PUBLICA: Concerted action aimed at stimulating public library participation in the Community programme, ensuring that they benefit from the results of projects, and reducing disparities between public library services in the different Member States; . CAMILE: Concerted action aimed at developing long-term consensus on common approaches to management information for libraries in Europe and the application of new standards; . HARMONICA: Concerted action creating a common framework for networked music services in libraries; . EFILA: Concerted action on networking standards and related standards for libraries aimed at promoting the development of a European Library infrastructure; - Accompanying measure: . IMPRESS: Implementation maintenance and promotion of the EDILIBE/EDITEUR standard sets.
