The European Commission, DG XVI, has published an open call for tender for the completion of a study on the territorial impact of developments in the Black Sea Area (BSA) on the European Union.

Systemic and political changes in the BSA (and in adjacent regions), and an eventual increase in regional Black Sea cooperation, as well as the institutional rapprochement with the European Union (EU) are bound to influence relations and interdependencies with the EU. The consultant will be called upon to:

- Identify and analyze territorial aspects of the impact on the EU of BSA developments;
- Propose appropriate policy measures, notably within the framework of Community regional policies;
- Organize two seminars informing on the progress of the study and exchange of information and views of the issues therein;
- Translate the report in Greek.

On the basis of the present state and recent historical trends, prospects shall be examined in a middle-term horizon of the year 2010, including alternative scenarios corresponding to different political and economic developments. A thorough discussion of the impact of an eventual development of the multilateral Black Sea Economic Cooperation scheme (BSEC) shall be included. Analysis of impacts of BSA developments on the EU should include the prospect of an enlarged Union.
