The European Commission, DG III, has published a call for proposals concerning phase 3A of the European Procurement Handbook for Open Systems (EPHOS) project, aimed at providing procurement guidance in the domain of information and communications technologies (ICTs). The call covers the design of the new EPHOS environment taking full account of evolving ICT requirements and market trends. There are four tasks: - Taking stock of relevant material (EPHOS to date, other EC initiatives, results of a review study) and selecting suitable elements to be taken into account in the other work packages; - Revising the selection of ICT standards and practices currently recommended in EPHOS for reference in ICT procurement, to assemble a coherent and integrated set of specifications which are key to information system interoperability; - Designing a set of typical ICT procurement profiles to serve as a user-friendly and modular access path to revised procurement guidance, plus editorial guidelines equally suitable for a World Wide Web implementation and a paper-based handbook; - Preparing complementary material for use in subsequent implementation phases which are not covered by this call.
