Council resolution on energy policy White Paper
The Council has published the text of its resolution of 8 July 1996 on the Commission's White Paper on "An energy policy for the European Union". The Council welcomes the Commission's aim in the White Paper to reconcile the objectives of competitiveness, security of supply and protection of the environment, taking into account the principle of subsidiarity and economic and social cohesion. In its resolution, the Council calls for the setting of energy priorities in future research programmes, a more coherent definition of programmes for energy efficiency and new and renewable sources of energy, and a consistent approach to energy matters with third countries. It also invites the Commission to organize cooperation between Member States on energy studies and to report on the effectiveness of measures in force for ensuring transparency in the internal energy market.
