Telematic systems for flexible and distance learning (DELTA)
The DELTA programme started its second phase on 1 January 1992, following the selection of 22 research projects via an open call for proposals. As part of the third Framework programme and the specific RTD programme in the field of telematic systems in areas of general interest (1990-1994), DELTA focusses on the application of telematics to distance learning and training. The current three-year programme has the dual aim of improving access to learning by the provision of new flexible learning tools and systems, and of improving the competitiveness of the training industry through economies of scale by providing more effective services and enabling an evolutionary strategy to foster investment. The 22 projects, involving 164 organizations from the twelve EC Member States and another 10 from EFTA countries, cover a wide range of topics. These include, inter alia, the design and production of learning materials, use of simulation techniques, systems of delivery of and access to training with some major experimental and development work on all aspects of telecommunications. Technology and systems development will include work on harmonization and interoperability in an educational context. Pilot experiments will explore the application of advanced learning technology to particular target groups, which include the medical, banking and agricultural sectors. A series of "horizontal actions" will coordinate the dissemination and awareness, evaluation and market/implementation aspects of the projects' activities.
