European market quotas for HCFCs

The European Commission has adopted a Decision allocating quotas for the production and import of hydro-fluorcarbons (HCFCs). The Decision aims to ensure that the EU's quantitative limit for emission of ozone-depleting substances is not exceeded in 1996. The EU remains committed to phasing out HCFCs completely by 2015, five years earlier than required by the Montreal Protocol. The quotas allocated to the EU producers and importers of HCFCs are calculated by ozone depleting potential (ODP). The overall limit allowed adds up to a total of 8,079 ODP tonnes. The quotas are in line with the market shares of producers and importers in 1995. For commercial reasons, the exact breakdown has not, however, been made public.
