Analysis of liberalization of telecommunications markets
The European Commission, DG IV, has published an invitation to tender for services relating to economic and legal analysis of the implementation of the Directives leading to a full liberalization of the telecommunications markets, in particular regarding notifications of licensing procedures, universal services aspects, interconnection and numbering. The services concerned involve detailed analysis of Member States' legislation for the implementation of the following Commission Directives: - 95/51/EC regarding the abolition of restrictions on the use of cable television networks for the provision of already liberalized telecommunications services (OJ No L 256 of 26.10.1995 p. 49); - 96/2/EC regarding mobile and personal telecommunications (OJ No L 20 of 26.1.1996 p. 20); - 96/19/EC regarding the implementation of full competition in telecommunications markets (OJ No L 74 of 22.3.1996 p. 13). These Directives set out a number of notification requirements aimed at ensuring their smooth and effective implementation. In particular, the following specific future notification and/or publication requirements exist, with deadlines for their implementation: - Notification of licensing or declaration schemes, including where applicable, of universal services funding schemes: by 1 January 1997; - Publication of interconnection regime; publication of licensing or declaration schemes. Availability of adequate numbering schemes: by 1 July 1997; - Report, where applicable, on re-balancing: by 1 January 1998. Detailed descriptions of the services to be provided are contained in the tender documents. The tender will be divided into 15 different lots, each corresponding to one Member State. Tenderers may apply for one or several lots. Each contract will run for one year.
