Technical assistance services - MEDA programme
The European Commission, DG IB, has published a restricted invitation to tender for the provision of technical assistance services relating to the programme for technical and financial cooperation with the Mediterranean partner countries (MEDA). The contract involves providing the European Commission with technical assistance services for implementing technical and financial cooperation plans in eligible Mediterranean countries involved in the MEDA programme. The tasks to be performed involve identifying, implementing, monitoring and assessing the technical and economic aspects of actions and projects recognized as being eligible for Community financing. The contract is divided into ten lots, each corresponding to a specific field (the number of experts to be made available is indicated for each lot): - Lot 1) Development of the private sector: activities in the field of support services for micro, small and medium-sized enterprises (5 experts); - Lot 2) Development of the private sector: activities in the field of sectoral reforms (e.g. financial sector, privatization) (4 experts); - Lot 3) Development of the private sector: activities in the field of various regulatory and structural reforms (4 experts); - Lot 4) Structural adjustment: macro-economic monitoring (4 experts); - Lot 5) Structural adjustment: specific aspects (3 experts); - Lot 6) Development infrastructures for transport, energy, telecommunications and drainage (4 experts); - Lot 7) Rural development and environmental management (3 experts); - Lot 8) Population and gender management (4 experts); - Lot 9) Social development in the fields of education and health (4 experts); - Lot 10) Information and culture (4 experts). The experts will be under the direct supervision of the statutory personnel of the services of DG IB and DG IA (for Turkey) of the European Commission in Brussels and will perform their tasks in accordance with the requirements of these services. They will be required to produce an activity report to be approved by Commission services. The contract is intended to run for a duration of one year, renewable up to a maximum of five years. The Commission envisages inviting a maximum of ten service providers to tender for each of the ten lots, on the basis of requests to participate received.
