The European Commission, DG XII, has published a call for proposals for RTD activities under Activity 2 (Access to large-scale facilities) of the Community's specific RTD programme in the field of Training and Mobility of Researchers (TMR). Parties eligible to participate are invited to submit proposals for RTD activities intended to facilitate the access of researchers to large-scale facilities and for RTD activities designed to improve these facilities. In the case of contracts concerning access for researchers to large-scale facilities, Community funding is intended to cover 100% of the travel and subsistence costs of transnational researchers. Community funding may cover up to 100% of the additional costs of providing users with access to the facility. Only transnational applications coordinated by a large-scale facility already supported for access under the TMR programme (or the previous Human Capital and Mobility programme) will be eligible. Such projects must include at least two partners located in the Community or in an associated State, with at least one of the partners located in the Community. In the case of contracts concerning RTD projects aimed at the improvement of facilities, Community funding will not, as a general rule, exceed 50% of the full costs of the project, with progressively lower participation according to the maturity of the project. Those universities and other institutions that do not have analytical budgetary accounting will be reimbursed up to 100% of the additional costs. In order to facilitate access to the selected facilities for researchers from Central and Eastern European countries or the former Soviet Union, some Community financial support may be made available. Details on the scope for participation by third countries are contained in the TMR information package. Applicants will be able to check with the Commission departments concerned, before formally submitting their proposals, that it complies with the objectives of the programme and with the eligibility criteria. This pre-checking service is provided until 15 May 1997.
