EC-demonstration programme on integrated management of coastal zones
The European Commission has published an open call for tender for the completion of six studies relating to the EC-demonstration programme on the integrated management of coastal zones. Following its communication COM(95)511 on Integrated Management of Coastal Zones (ICZM), the European Commission has launched a demonstration programme. The programme is run jointly by three Directorates-General (XI, XIV, XVI) with the scientific support of DG XII, the Joint Research Centre (JRC) and the European Environment Agency. The aim is to identify the actions which should be taken to speed up the implementation of sustainable development in coastal zones. Over 20 demonstration projects have been selected corresponding to an EU contribution of the order of ECU 8 million. The Commission intends to award six study contracts on the themes listed below in order to fully exploit the expertise available with the demonstration projects teams and the results they will produce. Common to all themes is the assumption that the poor implementation, so far, of the sustainable development approach is largely due to insufficient coordination of people and institutions, resulting in a lack of consistency in policies and actions. Starting from their own background and exploiting the expertise and results from the demonstration projects, the specialists in charge of the six studies will assess the correctness of this assumption, its importance and, where necessary, propose solutions. The six studies to be carried out will address the following themes: - i) Corpus of legislative and other legal texts: appropriateness for ICZM (Tender reference XI.D.2/Stu/97014); - ii) Participation in ICZM: needs for mechanisms and procedures (Tender reference XI.D.2/Stu/97015); - iii) Role and use of techniques in relation to ICZM (Tender reference XI.D.2/Stu/97016); - iv) ICZM processes: sectorial and territorial cooperation (Tender reference XVI.A.3 CZM 97-1); - v) Influence of EU policies on coastal zones evolution (Tender reference XVI.A.3 CZM 97-2); - vi) Nature of the information required for ICZM (Tender reference EEA CZM 97-1). The studies should be completed within 15 months of the date of signature of the contract.
